Village Taxes

Received a notice to come to thank County Legislator Spence for acquiriing $4.6 mill for sewer plant upgrade.  Letter states that Village collects $10.6 mil in property taxes.  I am wondering where the $70 million in property taxes that LIPA was paying went?
