Should more residents be hooked up to sewers?

I don't believe the sewer plant has enough capacity for additional hookups nor the residents enough cash to finance a new system. Enough problems with the current system as it is.

Aren't we more subject to an environmental disaster if the sewage treatment plant that serves so many people breaks down? That has and could cause dumping of under treated or even raw sewage directly into our harbor through the existing outfall pipe. I may be missing your point but how could a cesspool failure cause an environmental disaster?
